Both exfoliate. A gel scrub spreads easily, carries fine grains such as pumice and rinses off clean, which suits a quick service. A sugar scrub has a coarser grain that dissolves as you work. Many salons keep one of each and match it to the service.
Does gel scrub remove callus?
Not on its own: it smooths. Scrub grains polish skin that is already soft. For thick callus, soften it with a callus remover, take it down with a foot file, rinse, and use the gel scrub last to smooth the feet and lower legs.
